Does /var/log/messages report any problems with named startup?

FYI: You want to be running bind 4.9.7.  Believe me, you do.  There should
be updated RPMs on Red Hat's updates site or mirrors.  This probably won't
fix the problem you're having, but it will help make sure that you don't
get hacked.
