Set up your modem to do both. mgetty can be configured to do
"AutoPPP", where it presents a login prompt to term users and runs
pppd for PPP dialers. Look for "AutoPPP" in mgetty's docs.

Use the Internet. Sign up for a dynamic DNS name from a service like
dyndns.org, and set up your system to register each time you dial into
the Internet. Then, at the remote site, simply connect to your
dynamic name over the Internet. Recommendations: make sure your
security is up to snuff, and use ssh to do the connecting.
