FWIW:

I have one of those generic ISA modems Best Buy was selling a while
back.  (Atlas?)  They actually put Linux instructions in their little
manual.  I have configured it both for PnP and jumpered, and it's
worked both ways.

Also, I've heard rumors that some PCI modems emulate a UART, and are
therefore very usable under Linux.  No idea which models, though.
