product exists?

I am looking for a fairly simple perl/snmp script that will ping various
hosts, say 4 times at given intervals, and, should the ping not reply, or
return say a string of "100% packet loss", another program would be called
(which in my case is bip-1.2.1). 

Anyone know of a program out there that does such a thing? The closest I
could find is NetTest, but it only emails as a response to packet loss
rather than having the option of calling another program.

If anyone knows of an app, or is willing to collaborate in writing one,
please let me know.
