Squid redirector

Since Steve has been so cheery about the benefits of running
squid to speed up web browsing, I figured I'd give it a try.
I unfortunately haven't noticed the speed increase.

I'd like to what determines when is send the cached version of
sites like slashdot.org, and when it decides to fetch a new one.
