I haven't dug into it too deeply, but it looks like a bug.  You might
want to check bugzilla.redhat.com.

There's a suspicious line in /sbin/ifup:

   345:    ip route replace 169.254.0.0/16 dev ${REALDEVICE}

I haven't looked at it in context yet to see what the point is
supposed to be though...
