You're looking in the wrong place.  The kernel doesn't include ipsec.
(Well, 2.4.x anyway.)

You need to grab rpms that match your kernel from one of these two
places:

    ftp://ftp.xs4all.nl/pub/crypto/freeswan/binaries/RedHat-RPMs/
    http://download.freeswan.ca/freeswan-x509/RedHat-RPMs/

(Use the second one if you need X.509 support.)

Looking at the two sites, it appears that they haven't compiled
anything for the -26 kernel yet, so you can either grab the source
rpms and build it yourself, or you can wait a few days for them to
catch up...
