Too bad you didn't include any links, since you googled for her anyway.

http://www.brlspeak.net/  comes to mind. Distro is only 34M.

Also, SpeakFreely is used by sighted people as a free Voice-Over-IP solution,
with conference and forum call modes.

Also, for web-based applications for the blind, there are some
interesting uses for Voice-XML, although, I do not know if any of the
toolkits are available for Linux. It's been a while since I looked at the
stuff. Pretty cool. You interact with the web by talking and listening,
and all you need is a phone - don't even need a touchpad.
