UUCP has one big advantage over-the-internet doesn't.
It's point-to-point, and dedicated to file transfer, since it's not a general
networking protocol (i.e. compared to dialup ppp).

This has much better security characteristics than dialup ISP service with any
number of vulnerable points in the network. 

A big downside is that long-distance charges still apply. This was a driver for
BBS networks prior to the public internet which transferred traffic via local
calls among nodes where available to minimize transport costs.
