Are you running OpenSSH or the commercial ssh2?  The configuration is
totally different.

(With OpenSSH, just run "ssh-keygen -t dsa" and copy ~/.ssh/id_dsa.pub
to the remote machine ~/.ssh/authorized_keys2.)
