using identity files for authorization in ssh2

i'm using rsync to push files from one server to another. i'm using ssh as 
the transport. i have the identity.pub file from machine A over to machine 
B and copied into a remote user's authorized_keys file.
however when i ssh from machine A to machine B, i am still prompted for a 
password, in spite of the fact that the identity file has no passphrase 
associated with it. 
this occurs only when i use ssh2, the minute i specify version 1 as the 
protocol, the user is able to ssh/rsync in without confirmation of a 
passphrase.
i'm trying to remove ssh1 support from each of my machines, so i am hoping 
to find the cause of the problem. has anyone seen this before?
