cron running at various times

RS/6000 runinng AIX 4.3.3.

I have a cron job that is supposed to run at 22:15. 
Last night it ran at 23:50.  I checked and it runs
after 22:15 most of the time - usually 7 to 11 minutes
later.  

I wondered if cron automatically puts these jobs at
really low priority.  I read somewhere that you need
to "nice" the job but I thought that was just if you
wanted to "be nice" (run at low priority).  This is a
busy time but I can't imagine it taking 90 minutes to
scp a file.
