odd /var/log/maillog errors

Sep  6 06:22:52 bigrock sendmail[13988]: GAA13986: forward
/home/seattle/bjoy/.forward.bigrock: Permission denied


I am seeing errors similar to the above on a newly colocated mail
server. Its occurring for all users, although mail is delivered.
the file .forward.bigrock does not exist for the user bjoy, yet every user
is receiving this error, or one similar that only specifies .forward,
rather than .forward.bigrock

does this seem familiar to anyone?
