That's all KDE is too.
Both environments provide an application development API, an object
model, desktop components (such as a file manager and panel) that hook
into window managers, and applications.
FWIW, you can run both the KDE and GNOME panels at the same time, with
either gmc (the GNOME file manager) or kdm/konquerer (the old and new
KDE file managers, respectively) providing desktop icons, and drag and
drop between the whole mess and the window manager happily. You can
also run KDE apps on the GNOME desktop, or GNOME apps on the KDE
desktop. They all actually work quite nicely together.
