.bashrc and .bash_profile in X

When I start a new gnome-terminal under sawmill, it doesnt seem to be
reading my .bashrc or .bash_profile. I have a PS1 setting that is not
being set with the new window. Once I source my .bashrc it comes right up,
with the new prompt.

How can this be fixed?
