Well, as for a card that has both a supported TV in and great video
performance, I'd recommend the ATI All In Wonder Pro 8M.  I've used them wiht
diff versions of X with no problem.  The TV in is not supported by
Video4Linux, however, there is quite good support from the GATOS package.  

I think the ATI AIWP8 costs about 100 - 120.

That, or you can get any decent video card (prices vary widely) and then get a
supported Video4Linux card.  I have a Zoltrix TV Max TV Tuner.  It has RCA in,
cable in, and then 1/8th inch stereo out.  Pretty good card for its price of
$40.  The picture quality is pretty good, but the audio sounds somewhat hazy
compared to others.

In general, though, if the card is based on a Bt848 chipset, it'll probably
work.

For Bt848 cards, you'd need to load the bttv module and use something like
xawtv.  For the ATI cards, the GATOS package comes with drivers needed and a
pretty good TV tuner app for X.
