That's "rpm --rebuild".

It really sounds like either you or whoever compiled sendmail is
running glibc 2.1 & the other is running 2.0.  I've had wierd errors
like that on the netwinder when I've tried to upgrade glibc.
Rebuilding from source will fix the problem.
