Linuxconf.

Certain parts of the system have web-based admin tools (Samba and Zope come
to mind here), but Linuxconf is AFAIK the most advanced general admin tool
for Linux that's web-enabled.

It comes with recent revisions of Red Hat, and can be added to most other
distros.  Note that Red Hat does not turn on web admin by default; you have
to set it up.
