Hmm...  Feel like testing some quite possibly Badly Broken code with
even worse documentation?  Then take a look at

    ftp://ftp.silug.org/pub/ftpd/

That's the very hacked troll-ftpd that I'm running on web1 right now.
It will do everything you mentioned, or can be made to do so
relatively easily.  (As an added bonus, if it doesn't do what you
want, you don't have far to look for the author...  :-)

If you're not feeling like a Real Man, I can also tell you how to do
some subset of what you want to do with wu-ftpd.

BTW, if you do decide to try it, you will definitely want to let me
know...  I'm aware of at least one fatal bug in the current version,
although it only happens when running ftpd standalone.  (There's no
problem running it from inetd.)
