Briefly, there are two ways to use Usenet:

 - With a local feed
 - Client/server (over NNTP).

Setting up a local feed is usually a lot of work, but it can give you 
some benefits.  For more information, check out the Linux Documentation 
Project; we have a mirror at http://www.luci.org/LDP/.

For NNTP, you usually just need to set your newsreader's NNTP setting.  
Check the man page or other documentation for your newsreader.
